==Early life==
Philip Stuart was born near [Fredericksburg](/source/Fredericksburg%2C_Virginia) in the [Virginia Colony](/source/Colony_of_Virginia), and completed his preparatory education before moving to Maryland.<ref name="bio">{{Cite web |url=https://bioguide.congress.gov/search/bio/S001036 |title=Stuart, Philip (1760-1830) |work=[Biographical Directory of the United States Congress](/source/Biographical_Directory_of_the_United_States_Congress) |access-date=2021-10-14}}</ref>

==Career==
Stuart served during the [American Revolutionary War](/source/American_Revolutionary_War) as a lieutenant in the [3rd Continental Light Dragoons](/source/3rd_Continental_Light_Dragoons), and was wounded at [Eutaw Springs](/source/Battle_of_Eutaw_Springs) on September 8, 1781.  He transferred to Baylor's dragoons on November 9, 1782, and later served as a lieutenant in the [Second Artillerists and Engineers](/source/Early_U.S._Artillery_formations), beginning on June 5, 1798, and ending with his resignation on November 15, 1800.  He also served in the [War of 1812](/source/War_of_1812).<ref name="bio"/>

Stuart was elected as a [Federalist](/source/Federalist_Party_(United_States)) to the [12th U.S. Congress](/source/12th_United_States_Congress) and to the three succeeding Congresses, serving from March 4, 1811, to March 3, 1819.<ref name="bio"/>
