He served in the [British House of Commons](/source/House_of_Commons_of_the_United_Kingdom) as the  [Member of Parliament](/source/Member_of_Parliament_(UK)) (MP) for [Ayr](/source/Ayr_(UK_Parliament_constituency)) from 1992 to 1997, and then as a [Member of the Scottish Parliament](/source/Member_of_the_Scottish_Parliament) (MSP) for the [South of Scotland](/source/South_of_Scotland_(Scottish_Parliament_electoral_region)) region from 1999 to 2007. He also held prominent offices within the [Scottish Conservative Party](/source/Scottish_Conservative_Party).

==Early life==
Gallie was born in [Portsmouth](/source/Portsmouth), [Hampshire](/source/Hampshire) and was educated at [Dunfermline High School](/source/Dunfermline_High_School) in [Fife](/source/Fife). He trained as an electrical fitter before joining the [CEGB](/source/CEGB) as a planning engineer. ==Parliamentary career==
Gallie did not find success in his first two candidacies for Parliament. In [1983](/source/1983_United_Kingdom_general_election) he was beaten by [Labour's](/source/Labour_Party_(UK)) [David Lambie](/source/David_Lambie), and in [1987](/source/1987_United_Kingdom_general_election) he was defeated by [Dick Douglas](/source/Dick_Douglas). A vice-chairman of the Scottish Conservative Party, he was elected to the [Scottish Parliament](/source/Scottish_Parliament) in [1999](/source/1999_Scottish_Parliament_election).<ref name="wilson"/> Gallie was elected to represent the [South of Scotland](/source/South_of_Scotland_(Scottish_Parliament_electoral_region)) area as a list member, having narrowly failed to win the [Ayr constituency seat](/source/Ayr_(Scottish_Parliament_constituency)) by 25 votes.<ref name="wilson"/> Gallie again stood unsuccessfully for the Ayr Westminster seat in [2001](/source/2001_United_Kingdom_general_election), but was re-elected in the [2003 Scottish Parliament election](/source/2003_Scottish_Parliament_election), again as a list member.<ref name="guardian"/><ref name="wilson"/>

He later stood for the leadership of the Conservative group in the Scottish Parliament, but lost to [David McLetchie](/source/David_McLetchie), and instead became the Scottish Conservative's spokesman on [constitutional affairs](/source/constitutional_affairs).
