Born in [Montreal](/source/Montreal), [Quebec](/source/Quebec), the son of Hyman Bercovitch and Fannie Goldberg, he received a [Bachelor of Civil Law](/source/Bachelor_of_Civil_Law) from [McGill University](/source/McGill_University) and a [Master of Laws](/source/Master_of_Laws) from the [Université de Montréal](/source/Universit%C3%A9_de_Montr%C3%A9al). He was called to the [Quebec Bar](/source/Quebec_Bar) in 1901 and was created a [King's Counsel](/source/King's_Counsel) in 1911. He practised law in Montreal and became a senior partner of the law firm Bercovitch, Cohen and Spector.

He was elected to the [Legislative Assembly of Quebec](/source/Legislative_Assembly_of_Quebec) representing the riding of [Montréal–Saint-Louis](/source/Montr%C3%A9al%E2%80%93Saint-Louis) for the [Liberal](/source/Liberal_Party_of_Quebec) party in the [1916 Quebec election](/source/1916_Quebec_general_election). He was re-elected in [1919](/source/1919_Quebec_general_election) (by acclamation), [1923](/source/1923_Quebec_general_election), [1927](/source/1927_Quebec_general_election), [1931](/source/1931_Quebec_general_election), [1935](/source/1935_Quebec_general_election) (by acclamation), and [1936](/source/1936_Quebec_general_election). He resigned in 1938 and was acclaimed to the [House of Commons of Canada](/source/House_of_Commons_of_Canada) representing the riding of [Cartier](/source/Cartier_(electoral_district)) for the [Liberal](/source/Liberal_Party_of_Canada) party in a 1938 [by-election](/source/by-election) and was re-elected in the [1940 federal election](/source/1940_Canadian_federal_election). He died in office in late 1942.
