**Pelly Bay** is an [Arctic](/source/Arctic) waterway in [Kitikmeot Region](/source/Kitikmeot_Region), [Nunavut](/source/Nunavut), Canada. It is located in the [Gulf of Boothia](/source/Gulf_of_Boothia). To the east, it is bounded by the [Simpson Peninsula](/source/Simpson_Peninsula). [Helen Island](/source/Helen_Island) lies in the bay.[2] Pelly Bay is named after Sir [John Pelly](/source/John_Pelly), governor of the [Hudson's Bay Company](/source/Hudson's_Bay_Company), that managed the British territory of [Rupert's Land](/source/Rupert's_Land), that Pelly Bay was located within when it was named.[3]

The settlement of [Kugaaruk](/source/Kugaaruk) is located on the bay's eastern shore. Until 1999, Kugaaruk was also known as Pelly Bay.[4]

## Climate

Kugaaruk is the location of the lowest [wind chill](/source/Wind_chill) ever recorded in Canada, of −79[5]

On 16 February 2018, the Human Weather Observation System (HWOS), a type of [semi-automated weather observing system](/source/Automated_airport_weather_station), reported an unreviewed new minimum temperature for the month of February at −51.9 °C (−61.4 °F) at 06:00 [MST](/source/Mountain_Time_Zone).[6] It beat the previous record of −51.5 °C (−60.7 °F) that was set 28 January 1989.[7]

The area has a [tundra climate](/source/Tundra_climate) ([Köppen](/source/K%C3%B6ppen_climate_classification): *ETf*) with short but cool summers and long cold winters.
