**Pavle Bihali Gavrin** ([Serbian Cyrillic](/source/Serbian_Cyrillic_alphabet): Павле Бихали Гаврин, born 29 January 1982) is a [Serbian](/source/Serbia) [far-right](/source/Far-right_politics_in_Serbia) politician, animal rights activist, and the leader of the neo-fascist [Leviathan Movement](/source/Leviathan_Movement).

## Early life

Bihali was born in 1982 in [Belgrade](/source/Belgrade) into a [Serbian-Jewish](/source/History_of_the_Jews_in_Serbia) family.[1][2] According to the official documents, his grandfather, [Pavle Bihali](https://en.wikipedia.org/w/index.php?title=Pavle_Bihali_(writer)&action=edit&redlink=1) [[sr](https://sr.wikipedia.org/wiki/%D0%9F%D0%B0%D0%B2%D0%BB%D0%B5_%D0%91%D0%B8%D1%85%D0%B0%D0%BB%D0%B8)], a Communist writer and translator and the founder of the Nolit publishing house, was executed by the [Gestapo](/source/Gestapo) in 1941 during the [Nazi German occupation of Serbia](/source/Territory_of_the_Military_Commander_in_Serbia) during [World War II](/source/World_War_II); however, he claims that the [Yugoslav communists](/source/League_of_Communists_of_Yugoslavia) killed him.[3] He is the grand-nephew of the late [Yugoslav](/source/Socialist_Federal_Republic_of_Yugoslavia), and Serbian academic, [Oto Bihalji-Merin](/source/Oto_Bihalji-Merin).[3] As a child, he played a minor role in a Serbian TV series, *[Srećni ljudi](/source/Sre%C4%87ni_ljudi)*.[4] In 2004, he was a candidate of the [Strength of Serbia Movement](/source/Strength_of_Serbia_Movement) for the local elections.[1]

## Leviathan

In 2015, he founded the [Leviathan Movement](/source/Leviathan_Movement), an [animal right organization](/source/Animal_rights_organizations). Since then, the organization quickly got attention and it became the largest animal rights organization in [former Yugoslavia](/source/Former_Yugoslavia). In 2016, the movement became popular when videos of the members of organization rescuing animals showed up on social media, as well as videos of them offering compensation for information on [animal abusers](/source/Animal_Abuse).[5] Initially, the movement only focused on [animal rights](/source/Animal_rights) issues, exposing animal abusers, and taking their animals away from them.[6] However, the movement has shifted from solely being an animal rights group to openly talking about political issues, mainly [illegal immigration](/source/Illegal_immigration). In 2020, the organization announced that they will be forming a party that will participate in the [2020 Serbian parliamentary election](/source/2020_Serbian_parliamentary_election). The party since then has been described as [ultranationalist](/source/Serbian_nationalism), [neo-fascist](/source/Neo-fascism) and [anti-immigration](/source/Opposition_to_immigration) by the media.[7] He received second position on a combined electoral list of the Leviathan, and the "I Live for Serbia" movement for the 2020 election.[8]

## Controversies

In 2018, Bihali was arrested for making threats on [Facebook](/source/Facebook).[9] Even after this, he continued threatening people on social media, including minors.[10] In April 2020, members of the movement took the family dog of a [Romani](/source/Romani_people_in_Serbia) family in [Dorćol](/source/Dor%C4%87ol) away from them claiming that the dog was abused, and that it was used for [dog fights](/source/Dog_fighting), however, this claim was denied by the people living in the neighbourhood.[11] Though he has Jewish heritage, he has been described as a [neo-Nazi](/source/Neo-Nazism) for having the [3rd SS Panzer Division Totenkopf](/source/3rd_SS_Panzer_Division_Totenkopf) tattoo. He has also been criticized for having relations with the [mafia](/source/Serbian_mafia) after he posted a photo of himself wearing a shirt with the image of Luka Bojović, a Serbian criminal.[12] He defended himself by saying that the family of Bojović helped raise him as he didn't have contact with his family for almost twenty years. He also glorifies [Milorad Ulemek](/source/Milorad_Ulemek), who was convicted of the assassinations of [Serbian Prime Minister](/source/Prime_Minister_of_Serbia) [Zoran Đinđić](/source/Assassination_of_Zoran_%C4%90in%C4%91i%C4%87) and former [Serbian President](/source/President_of_Serbia) [Ivan Stambolić](/source/Assassination_of_Ivan_Stamboli%C4%87).[13]
