Born in [Bennington, Vermont](/source/Bennington%2C_Vermont), Offner was raised in Italy. Offner graduated from [Amherst College](/source/Amherst_College) in 1964. He received an M.P.A. from the [Woodrow Wilson School of Public and International Affairs](/source/Woodrow_Wilson_School_of_Public_and_International_Affairs) at [Princeton University](/source/Princeton_University) in 1966 and a [Ph.D.](/source/Doctor_of_Philosophy) in economics from Princeton University in 1970 after completing a doctoral dissertation titled "[Labor force participation](/source/Unemployment) in the ghetto: a study of [New York City](/source/New_York_City) poverty areas."<ref>{{Cite book|last=Offner|first=Paul|url=https://catalog.princeton.edu/catalog/1487991|title=Labor force participation in the ghetto : a study of New York City poverty areas|date=1970|language=English}}</ref> In 1974, Offner was elected to the [Wisconsin State Assembly](/source/Wisconsin_State_Assembly) from [La Crosse, Wisconsin](/source/La_Crosse%2C_Wisconsin). Then in 1976, he was elected to the [Wisconsin State Senate](/source/Wisconsin_State_Senate) serving until 1984. After his legislative service, Offner worked in [Ohio](/source/Ohio) in public health. Then he worked for [Daniel Patrick Moynihan](/source/Daniel_Patrick_Moynihan) as a legislative aide.
