{{Short description|Maximum wage allowed to Soviet Communist Party members}}
'''Partmaximum''' ({{langx|ru|партмаксимум}}) was a limit on the salary of a member of the [Communist Party](/source/Communist_Party_of_the_Soviet_Union) in the [Soviet Union](/source/Soviet_Union), a [maximum wage](/source/maximum_wage). Partmaximum was introduced in 1920 by a decree of the [All-Russian Central Executive Committee](/source/All-Russian_Central_Executive_Committee) (ВЦИК) for all communists that held executive positions in Party, industry, government and [Soviet trade unions](/source/Soviet_trade_unions). Their salary was not supposed to exceed that of a highly qualified industrial worker. If a communist had other incomes, e.g., honoraria or royalties, he had to transfer a specified percentage from the amount above the partmaximum into the Party funds.

Partmaximum was cancelled by a secret resolution of the [Politburo](/source/Politburo) of February 8, 1932;<ref>[http://www.1917.com/History/I-II/rmZH0i30fEkZSDSDxKo7uOw3aNg.html ''Stalinist Inequality'' (in Russian)]</ref> however, it was bypassed with benefits in kind even earlier.<ref>Мервин Мэтьюз ([Mervyn Matthews](/source/Mervyn_Matthews)), [https://scepsis.net/library/id_439.html Становление системы привилегий в Советском государстве] 1992, № 2-3, с. 45-61. "Сами по себе эти ограничения денежных доходов партийных чиновников, сколь бы значительными они ни казались, не шли ни в какое сравнение с доступными им материальными благами."</ref> This cancellation is thought to mark the onset of the formation of the privileged [nomenklatura](/source/nomenklatura) class of Soviet [apparatchik](/source/apparatchik)s, whose well-being no longer depended on the well-being of subordinated workers.{{Cn|date=August 2021}}
