The '''outer plexiform layer''' ('''external plexiform layer''') is a layer of [neuron](/source/neuron)al [synapses](/source/chemical_synapse) in the [retina](/source/retina) of the [eye](/source/human_eye). It consists of a dense network of synapses between [dendrites](/source/dendrites) of [horizontal cell](/source/horizontal_cell)s from the [inner nuclear layer](/source/inner_nuclear_layer), and [photoreceptor cell](/source/photoreceptor_cell) inner segments from the [outer nuclear layer](/source/outer_nuclear_layer). The synapses in the outer plexiform layer are between the [rod cell](/source/rod_cell) endings or [cone cell](/source/cone_cell) branched foot plates and horizontal cells. Unlike in most systems, rod and cone cells release [neurotransmitter](/source/neurotransmitter)s when not receiving a light signal.
