==Youth==
Decker and his brother [Rolf](/source/Rolf_Decker) were born in Germany, but grew up in England. Decker attended the [Royal Grammar School, High Wycombe](/source/Royal_Grammar_School%2C_High_Wycombe), England, from 1948 to 1950 after transferring from [Wycombe Technical Institute](/source/John_Hampden_Grammar_School) in 1948.
