Pan was born in [Xining](/source/Xining) on March 5, 1953. He attended [Donghua University](/source/Donghua_University), earning his [MS degree](/source/Master_of_Science) in 1982 and his [PhD degree](/source/Doctor_of_Philosophy) in 1985.
