# Nils Mugaas

**Nils Rustung Mugaas** (1921–1992) was a [Norwegian](/source/Norwegians) trade unionist and civil servant.

He chaired [Statstjenestemannskartellet](/source/LO_Stat) from 1969 to 1974 and [Statens Personaldirektorat](/source/Statens_Personaldirektorat) from 1974 to 1990.[1] Statens Personaldirektorat was abolished after 1990, but was succeeded by a department in the [Ministry of Government Administration and Labour](/source/Norwegian_Ministry_of_Government_Administration_and_Reform) led by a [Government Director of Personnel](/source/Government_Director_of_Personnel_(Norway)).

He was born in [Ullensvang Municipality](/source/Ullensvang_Municipality).[1] He grew up in [Ostereidet](/source/Ostereidet), and resided in [Bærum Municipality](/source/B%C3%A6rum_Municipality) for the last 24 years of his life. Mugaas was politically active in the [Labour Party](/source/Labour_Party_(Norway)).[2][3]
