Pengelly ran for a seat to the Alberta Legislative Assembly in the [1979 Alberta general election](/source/1979_Alberta_general_election). He won the Innisfail electoral district by a wide margin defeating three other candidates to hold it for the governing Progressive Conservative caucus.<ref name="elec1">{{cite web|url=http://www.abheritage.ca/abpolitics/administration/maps_choice.php?Year=1979&Constit=Innisfail| title=Innisfail results 1979| publisher=Alberta Heritage Community Foundation | accessdate=October 4, 2009}}</ref> He would be re-elected to a second term with his largest plurality in the [1982 Alberta general election](/source/1982_Alberta_general_election).<ref name="elec2">{{cite web|url=http://www.abheritage.ca/abpolitics/administration/maps_choice.php?Year=1982&Constit=Innisfail| title=Innisfail results 1982| publisher=Alberta Heritage Community Foundation | accessdate=October 4, 2009}}</ref> The general election of [1986 Alberta general election](/source/1986_Alberta_general_election) would see Pengelly re-elected to his third and final term.
