He was born in [Graiguenamanagh](/source/Graiguenamanagh), [County Kilkenny](/source/County_Kilkenny). A member of [Official Sinn Féin](/source/Official_Sinn_F%C3%A9in), later on he left it to join the new [Irish Republican Socialist Party](/source/Irish_Republican_Socialist_Party) (IRSP) in 1974.[1] ## Imprisonment and release This biography of a living person needs additional citations for verification. The ensuing campaign to release him became a symbol of the 1980s with 'Free Nicky Kelly' graffiti posted throughout the country. The evidence of torture committed against him and his two co-accused, Osgur Breatnach and Brian McNally, galvanised a campaign for his release.[*[citation needed](https://en.wikipedia.org/wiki/Wikipedia:Citation_needed)*] There was a dedication to him in the 1983 [Planxty](/source/Planxty) album, *[Words & Music](/source/Words_%26_Music_(Planxty_album))*.[*[citation needed](https://en.wikipedia.org/wiki/Wikipedia:Citation_needed)*] [Pat McCartan](/source/Pat_McCartan), who later became a [TD](/source/Teachta_D%C3%A1la) for the [Workers' Party](/source/Workers'_Party_(Ireland)), acted as his solicitor at this time, despite being on the opposing side in the SFWP–IRSP split.[2] In 1984, Kelly was released on humanitarian grounds. He received a presidential pardon in 1992, along with over [IR£](/source/Irish_pound)1 million as compensation following campaigns by [Amnesty International](/source/Amnesty_International) and the [Irish Council for Civil Liberties](/source/Irish_Council_for_Civil_Liberties).[*[citation needed](https://en.wikipedia.org/wiki/Wikipedia:Citation_needed)*] The events of Kelly's arrest and trial(s) were the subject of an edition of the [RTÉ Television](/source/RT%C3%89_Television) documentary series *Scannal*, broadcast on 22 September 2014.[3] ## Political career Kelly was elected to [Arklow](/source/Arklow) Town Council in 1991 and to [Wicklow County Council](/source/Wicklow_County_Council) in 1999.[4] In 2001 he joined the [Labour Party](/source/Labour_Party_(Ireland)).[5] In 2008, he was elected mayor of Arklow.[*[citation needed](https://en.wikipedia.org/wiki/Wikipedia:Citation_needed)*] He stood unsuccessfully as a Labour party candidate for the [Wicklow](/source/Wicklow_(D%C3%A1il_constituency)) constituency at the [2002 general election](/source/2002_Irish_general_election) where he was beaten to the final seat by [Mildred Fox](/source/Mildred_Fox) by 19 votes, and in the 2007 general election, where his first-preference vote declined from 12% in 2002 to 6%.[6] In early 2011, he left the Labour Party after a dispute about candidate selection at the party's convention.[7] Despite rumours that he intended to join [Sinn Féin](/source/Sinn_F%C3%A9in) or the [United Left Alliance](/source/United_Left_Alliance) he stood at the [2011 general election](/source/2011_Irish_general_election) as an independent candidate in the Wicklow constituency.
