**Ndlambe Municipality** ([Xhosa](/source/Xhosa_language): *uMasipala wase Ndlambe*; [Afrikaans](/source/Afrikaans_language): *Ndlambe Munisipaliteit*) is a [local municipality](/source/Local_municipality_(South_Africa)) within the [Sarah Baartman District Municipality](/source/Sarah_Baartman_District_Municipality), in the [Eastern Cape](/source/Eastern_Cape) of [South Africa](/source/South_Africa). Its capital is [Port Alfred](/source/Port_Alfred). It is a predominantly rural area with agriculture and tourism dominating the economy.[4]

It encompasses the towns of [Kenton-on-Sea](/source/Kenton-on-Sea), [Boknesstrand](/source/Boknesstrand), [Bathurst](/source/Bathurst%2C_South_Africa), [Boesmansriviermond](/source/Boesmansriviermond), [Alexandria](/source/Alexandria%2C_Eastern_Cape), and [Cannon Rocks](/source/Cannon_Rocks).[5]

## Politics

The municipal council consists of twenty members elected by [mixed-member proportional representation](/source/Mixed-member_proportional_representation). Ten councillors are elected by [first-past-the-post voting](/source/First-past-the-post_voting) in ten [wards](/source/Ward_(South_Africa)), while the remaining ten are chosen from [party lists](/source/Party_list) so that the total number of party representatives is proportional to the number of votes received. In the [election of 1 November 2021](/source/2021_South_African_municipal_elections) the [African National Congress](/source/African_National_Congress) (ANC) won a majority of eleven seats on the council. ## Corruption and financial mismanagement

The municipality is one of the few in the Eastern Cape not to have been flagged for audit irregularities. However, the [Hawks](/source/Hawks_(South_Africa)) are investigating allegations of corruption, and the municipality has been flagged by the [Public Protector](/source/Public_Protector) for poor service delivery, including unfixed potholes, unusable toilets, and braai areas in poor condition, with the municipality claiming to have insufficient funds. In December 2023, the council awarded a R700,000 contract for a one-day music festival, with the local residents association expressing shock at the expense.[8]
