Born in [New York City](/source/New_York_City), Atlas received a [Bachelor of Science](/source/Bachelor_of_Science) degree from [Tufts University](/source/Tufts_University) in 1971 and a [Juris Doctor](/source/Juris_Doctor) from [New York University School of Law](/source/New_York_University_School_of_Law) in 1974. She was a [law clerk](/source/law_clerk) to Judge [Dudley Baldwin Bonsal](/source/Dudley_Baldwin_Bonsal) of the [United States District Court for the Southern District of New York](/source/United_States_District_Court_for_the_Southern_District_of_New_York) from 1974 to 1976.

She was thereafter in private practice in [Houston](/source/Houston), [Texas](/source/Texas), until 1995.
==Federal judicial service==
On April 4, 1995, Atlas was nominated by President [Bill Clinton](/source/Bill_Clinton) to a seat on the [United States District Court for the Southern District of Texas](/source/United_States_District_Court_for_the_Southern_District_of_Texas) vacated by [James DeAnda](/source/James_DeAnda). She was confirmed by the [United States Senate](/source/United_States_Senate) on June 30, 1995, and received her commission the same day.
