She was a [cabinet minister](/source/cabinet_minister) in the [New Democratic Party](/source/New_Democratic_Party_of_Manitoba) governments of premiers [Gary Doer](/source/Gary_Doer) and [Greg Selinger](/source/Greg_Selinger).

Allan was raised in [MacGregor, Manitoba](/source/MacGregor%2C_Manitoba), and was educated at MacGregor Collegiate. From 1990 to 1994, she was director of development for the [Canadian Diabetes Association](/source/Canadian_Diabetes_Association). She worked for the Manitoba Motion Picture Industries Association from 1994 to 1995, and then as a consultant for small business and non-profit organizations from 1995 to 1999. She has also taught two continuing education courses at the [University of Winnipeg](/source/University_of_Winnipeg).

Allan began her political career as a school trustee, serving on the Norwood School Division from 1995 to 1998 and the St. Boniface School Division from 1998 to 1999. She was elected to the [Legislative Assembly of Manitoba](/source/Legislative_Assembly_of_Manitoba) in the [1999 provincial election](/source/1999_Manitoba_general_election), defeating incumbent [Progressive Conservative](/source/Progressive_Conservative_Party_of_Manitoba) MLA [Shirley Render](/source/Shirley_Render) in the south-central Winnipeg riding of [St. Vital](/source/St._Vital_(electoral_district)) by 5,218 votes to 3,699.

In 2003 she supported [Bill Blaikie](/source/Bill_Blaikie)'s bid to become leader of the federal [New Democratic Party](/source/New_Democratic_Party).

In the [2003 election](/source/2003_Manitoba_general_election) Allan was re-elected with over 63% of the popular vote. On November 4, 2003, she entered cabinet as [Minister of Labour of Immigration](/source/Manitoba_Minister_of_Labour_and_Immigration), with responsibility for [Multiculturalism](/source/Multiculturalism_(Manitoba_ministry)), [Status of Women](/source/Status_of_Women_(Manitoba_ministry)) and administration of the [Workers Compensation Act](/source/Workers_Compensation_Act_(Manitoba_ministry)). Allan was re-elected in the [2007 provincial election](/source/2007_Manitoba_general_election).

During her term as education minister, Allan introduced [anti-bullying legislation](/source/anti-bullying_legislation): Bill 18, the public schools amendment act (safe and inclusive schools). Religious organizations criticized the legislation, claiming it infringed on freedom of religion by requiring faith-based schools to support the creation of [gay–straight alliance](/source/gay%E2%80%93straight_alliance)s if initiated by students.
