'''NGEF (New Government Electrical Factory)''' of [Karnataka](/source/Karnataka) in India was an [ISO 9001](/source/ISO_9000) certified company with German collaborators and known for technology.<ref name="Organizational Theory">{{cite book|last=Gareth R.|first=Jones|title=Organizational Theory, Design, and Change|year=2006|publisher=Pearson Education India|page=332|isbn=9788131754160|url=https://books.google.com/books?id=Y6ETvcOjAooC&dq=ngef&pg=PA332|accessdate=14 February 2014}}</ref> It is taken as an example of an Indian company that declined.<ref name="Organizational Theory"/>

==The Company==

NGEF was incorporated as a company in 1956<ref>{{cite web|title=Writ Petition, High Court Bangalore|url=http://judgmenthck.kar.nic.in/judgments/bitstream/123456789/720682/1/WP22817-10-03-08-2012.pdf|accessdate=14 February 2014}}</ref><ref>{{cite web|title=Company Petition, 2002, High Court, Bangalore|url=http://judgmenthck.kar.nic.in/judgments/bitstream/123456789/905335/1/CA1555-12-29-10-2013.pdf|accessdate=14 February 2014}}</ref><ref>{{cite web|title=Writ Petition, Liquidation|url=http://www.indiankanoon.org/doc/160901256/|publisher=Indian Kanoon|accessdate=14 February 2014}}</ref><ref name="NGEF plan">{{cite news|last=Srivatsa and Ramesh|title=Employees of NGEF seek its revival|url=http://www.hindu.com/2010/05/15/stories/2010051564221200.htm|archive-url=https://web.archive.org/web/20100519191709/http://www.hindu.com/2010/05/15/stories/2010051564221200.htm|url-status=dead|archive-date=19 May 2010|accessdate=14 February 2014|newspaper=[The Hindu](/source/The_Hindu)|date=15 May 2010}}</ref> in partnership with the former company [AEG](/source/AEG_(German_company)) (Aktiengesellschaft or Allgemeine Elektricitäts-Gesellschaft Aktiengesellschaft<ref name="Aktie">{{Cite web |url=http://www.dm-aktie.de/dmaktien/aeg.html |title=AEG-Teilschuldverschreibung [[Bond (finance)]] from 1962 |access-date=14 February 2014 |archive-url=https://web.archive.org/web/20150912141102/http://www.dm-aktie.de/dmaktien/aeg.html |archive-date=12 September 2015 |url-status=dead }}</ref>) of Germany.<ref>{{cite journal|title=Charging into an alliance|journal=Business Today|date=22 Apr 1994|volume=3|issue=556–562|pages=54, 81, 87|url=https://books.google.com/books?id=_MkSAQAAMAAJ&q=ngef|accessdate=14 February 2014|publisher=Living Media India Limited}}</ref> It had six divisions — transformer, motors, switchgear, power electronics, semi conductor devices and mechanical engineering.<ref name="NGEF plan"/> NGEF was once a leader in [pump](/source/pump)s, [electric motor](/source/electric_motor)s and [switch gears](/source/Switchgear) in Bangalore.<ref name="Organizational Theory"/>

It manufactured pump sets, to provide continuous water supply for farms, and [motor](/source/Electric_motor)s, to power the [pump](/source/pump)s, hence contributing its bit to increase agricultural production.<ref>{{cite journal|title=NGEF|journal=Yojana|year=1976|volume=20|pages=5, 28, 54|url=https://books.google.com/books?id=ioBCAAAAYAAJ&q=ngef|accessdate=14 February 2014|publisher=Publications Division}}</ref> NGEF also helped the [Railways](/source/Railways) Modernisation Programme by executing seven major contracts for equipping 20 traction substations in the [Central](/source/Central_Railways) and [Western Railways](/source/Western_Railways).<ref>{{cite journal|title=AEG Telefunken and NGEF lay a new track in electrical technology|journal=Indian Railways|year=1983|volume=28|page=156|url=https://books.google.com/books?id=FkNgUwhCQ9MC&q=ngef|accessdate=14 February 2014}}</ref> It also manufactured the electrical components for the [Kolkata Metro Blue Line](/source/Kolkata_Metro_Blue_Line).<ref>{{cite web|title=Salient Features, Electrical Department|url=http://www.mtp.indianrailways.gov.in/view_section.jsp?lang=0&id=0,1,304,391,400|publisher=Metro Railway, Kolkata|accessdate=14 February 2014}}</ref>

==Allegations==

There were allegations made against [Ramakrishna Hegde](/source/Ramakrishna_Hegde) by opposition leaders, in a case involving the transfer of shares by the NGEF company which was owned by the [Karnataka](/source/Karnataka) state Government and run by public servant officers.<ref name=Allegation>{{cite web|title=A Bomb waiting to explode|url=http://www.outlookindia.com/article.aspx?203521|publisher=Outlook|accessdate=14 February 2014|date=14 May 1997}}</ref> In the mid-1980s the [Indian Navy](/source/Indian_Navy) was to buy [HDW](/source/Howaldtswerke-Deutsche_Werft) [submarine](/source/submarine)s and [torpedo](/source/torpedo)es from [AEG](/source/AEG_(German_company))-T. NGEF, AEG's technical collaborator in India, was legally entitled to a commission on every AEG sale in the country. Instead it was found that [AEG](/source/AEG_(German_company)) ended up paying bribes to public servants instead of the due commission. It was also alleged that [Ramakrishna Hegde](/source/Ramakrishna_Hegde) and [J. H. Patel](/source/J._H._Patel) (both had been Chief Ministers of [Karnataka](/source/Karnataka)) had joined with the NGEF administrators to deny the company the commission. An inquiry by retired judge Alvares found Commercial Director Srivathsa guilty of forging documents under orders from NGEF chairman Rao. The case was referred to the [CBI](/source/Central_Bureau_of_Investigation) who registered a [FIR](/source/First_Information_Report) in March 1990. The bribes were found to have been routed to highly placed persons through Delhi-based Roger Enterprises. The COD headed by Diwakar also launched an investigation and presented a report to the Home Department in October 1996.<ref name=Allegation/>

==Liberalisation==

The liberalisation of Indian economic policies in the early 1990s jolted many PSUs (Public Sector Units) in India, one of them being NGEF.<ref name="Organizational Theory"/> It took a turn for the worse by the late 1990s.<ref name="Organizational Theory"/> By mid 2000, the Government tried to revive it but when it was not seen as viable the Government decided to privatise it and put it up for sale.<ref name="Organizational Theory"/> But no feasible offer came forward to privatise the company and hence it was shut down. However the land owned by NGEF was deemed valuable. [Ernst and Young](/source/Ernst_and_Young) were the consultants that managed the process of phasing out the company.<ref name="Organizational Theory"/> While about 1,800 employees availed of the voluntary retirement scheme (VRS), 122 refused VRS.<ref name="NGEF plan"/> NGEF closed down in 2002 after incurring losses.<ref name="NGEF plan"/>

==Aftermath==

NGEF is remembered for the land it owned, a part of it is currently a residential area called NGEF layout (located in [Nagarbhavi](/source/Nagarbhavi) 2nd stage) <ref name="Organizational Theory"/> and the [Baiyappanahalli metro station](/source/Baiyappanahalli_metro_station). The NGEF land was surveyed and the KSRTC, the [BMTC](/source/Bangalore_Metropolitan_Transport_Corporation) and the [BMRCL](/source/Namma_Metro) had sought 53 acres of the sprawling 240-acre factory campus in [Baiyyappanahalli](/source/Baiyyappanahalli) in [Bangalore](/source/Bangalore).<ref name="NGEF plan"/> [BMRCL](/source/Namma_Metro) constructed its depot, ([Baiyappanahalli metro station](/source/Baiyappanahalli_metro_station)), in the land. Also, [KSRTC](/source/Karnataka_State_Road_Transport_Corporation) has built one of its bus depots and [BMTC](/source/Bangalore_Metropolitan_Transport_Corporation) has built the [Baiyappanahalli bus stand](/source/Baiyyappanahalli) in the area.<ref name="NGEF plan"/>

However while NGEF Ltd., [Bangalore](/source/Bangalore), no longer exists, its subsidiary in [Hubli](/source/Hubli) continues to operate.<ref>{{cite web|title=NGEF (Hubli) Ltd|url=http://www.ngefhub.com/aboutus.html|accessdate=14 February 2014}}</ref> The unit NGEF (Hubli) Ltd. was set up in 1984 as a motor manufacturing unit of NGEF at Gokul industrial estate Hubli. By 1988 all Mfg, activities were fully shifted from Gokul industrial estate to Rayapur at 10 acres of developed land allotted by KIADB with 1,02,000 Sq.ft. built-up plant.<ref>{{cite web|title=Welcome to NGEF (HUBLI) LTD.|url=http://www.ngefhub.com/index.html|accessdate=14 February 2014|archive-url=https://web.archive.org/web/20140221173427/http://www.ngefhub.com/index.html|archive-date=21 February 2014|url-status=dead}}</ref>

While the Hubli unit continues to make profit and is hence supported by the state government,<ref>{{cite news|author=Staff CORRESPONDENT|title=Shettar promises funds for revival of NGEF (Hubli) Ltd.|url=http://www.thehindu.com/todays-paper/tp-national/tp-karnataka/shettar-promises-funds-for-revival-of-ngef-hubli-ltd/article4233745.ece|accessdate=14 February 2014|newspaper=The Hindu|date=24 December 2012}}</ref> there were talks of reviving the Bangalore unit by utilising its property and machinery.<ref>{{cite news|author=Staff CORRESPONDENT|title=Shobha Karandlaje looks to salvage NGEF, Bangalore|url=http://www.thehindu.com/todays-paper/tp-national/tp-karnataka/shobha-karandlaje-looks-to-salvage-ngef-bangalore/article4233757.ece|accessdate=14 February 2014|newspaper=The Hindu|date=24 December 2012}}</ref> In 2009, years after NGEF was shut down, there were still some employees whose dues had not been paid yet.<ref>{{cite news|last=Madhav|first=Vinay|title=WAITING in vain |url=http://mobiletoi.timesofindia.com/mobile.aspx?article=yes&pageid=4&sectid=edid=&edlabel=TOIBG&mydateHid=07-09-2009&pubname=Times+of+India+-+Bangalore&edname=&articleid=Ar00400&publabel=TOI|archive-url=https://web.archive.org/web/20140222051321/http://mobiletoi.timesofindia.com/mobile.aspx?article=yes&pageid=4&sectid=edid=&edlabel=TOIBG&mydateHid=07-09-2009&pubname=Times+of+India+-+Bangalore&edname=&articleid=Ar00400&publabel=TOI|url-status=dead|archive-date=22 February 2014|accessdate=14 February 2014|newspaper=Times of India Mobile}}</ref>
