Mthonjaneni is an [isiZulu](/source/Zulu_language) name meaning "a spring of water". Thirteen councillors are elected by [first-past-the-post voting](/source/First-past-the-post_voting) in thirteen [wards](/source/Ward_(South_Africa)), while the remaining twelve are chosen from [party lists](/source/Party_list) so that the total number of party representatives is proportional to the number of votes received. In the [election of 1 November 2021](/source/2021_South_African_municipal_elections) the [Inkatha Freedom Party](/source/Inkatha_Freedom_Party) (IFP) lost its majority, obtaining a plurality of twelve seats on the council.
