# Moscow Protocol

The **Moscow Protocol** (Czech: *Moskevský protokol* and Slovak: *Moskovský protokol*, officially *Protocol of the negotiations of the [ČSSR](/source/%C4%8CSSR) and [USSR](/source/USSR) delegations*) was a document signed by [Czechoslovak](/source/Czechoslovakia) political leaders in [Moscow](/source/Moscow), after the [Prague Spring](/source/Prague_Spring). The negotiations took place from 23 to 26 August 1968. The main signatories were President [Ludvík Svoboda](/source/Ludv%C3%ADk_Svoboda), First Secretary of the Central Committee of the [Communist Party of Czechoslovakia](/source/Communist_Party_of_Czechoslovakia) [Alexander Dubček](/source/Alexander_Dub%C4%8Dek), Prime Minister [Oldřich Černík](/source/Old%C5%99ich_%C4%8Cern%C3%ADk), Chairman of the National Assembly [Josef Smrkovský](/source/Josef_Smrkovsk%C3%BD) and most of the ministers and Communist Party leaders ([Gustáv Husák](/source/Gust%C3%A1v_Hus%C3%A1k) among them). The only person present at the negotiations who declined to sign was [František Kriegel](/source/Franti%C5%A1ek_Kriegel).[1][2]

The document included among its many expectations, promises to protect socialism in Czechoslovakia, to act upon the promises made in the [Bratislava Declaration](/source/Bratislava_Declaration), to denounce the 14th Party Congress and its resolutions, to restrain critical Czechoslovak media, and to reject any interference in the [Eastern Bloc](/source/Eastern_Bloc) by the [United Nations Security Council](/source/United_Nations_Security_Council).
