'''Michael Joseph Panetta''' (born July 14, 1971)<ref>{{cite web|title=Voter's Guide 2006 Supplement |work=The Washington Informer |date=2006-08-24 |url=http://www.washingtoninformer.com/Voters%20Guide%20REVISED%2006.pdf |accessdate=2008-08-03 |archiveurl=https://web.archive.org/web/20080625021251/http://www.washingtoninformer.com/Voters%20Guide%20REVISED%2006.pdf |archivedate=2008-06-25 |url-status=dead }}</ref> is a former [District of Columbia](/source/District_of_Columbia) [shadow representative](/source/Shadow_congressperson), having served from 2007 to 2013. Though elected by the citizens of Washington, Panetta was not recognized by Congress. A shadow representative is different from a [delegate](/source/Delegate_(United_States_Congress)) to Congress, an office held by [Eleanor Holmes Norton](/source/Eleanor_Holmes_Norton) while Panetta was shadow representative. The office of delegate is created by the [U.S. House of Representatives](/source/U.S._House_of_Representatives) and delegates are recognized by that body.

==Political career==
Panetta has run several high-profile campaigns for D.C. representation, including starting the [District of Columbia Olympic Committee](/source/District_of_Columbia_Olympic_Committee) and leading efforts to rebrand [RFK Stadium](/source/RFK_Stadium) as "Taxation Without Representation Field".<ref>{{cite news |title=Bid for Olympic Curling Team Casts a Stone for D.C. Panetta was reelected in 2008, facing no opposition in the Democratic primary<ref name=2008-primary>{{cite web |title=Primary Election 2008 Certified Results; Election Date: Tuesday, September 09, 2008 |author=District of Columbia Board of Elections and Ethics |date=September 26, 2008 |url=http://dcboee.org/election_info/election_results/election_result_new/results_final.asp?prev=0&electionid=1&result_type=3 |accessdate=2008-11-08}}</ref> and defeating [D.C.
