After graduating from [Skidmore College](/source/Skidmore_College), she moved to [Washington, D.C.](/source/Washington%2C_D.C.), and began an 18-year career on [Capitol Hill](/source/Capitol_Hill). She worked for then-[Congressman](/source/United_States_House_of_Representatives) [Norman Mineta](/source/Norman_Mineta) for seven years as a Staff Assistant and Executive Assistant before joining the staff of [Senator](/source/United_States_Senator) [Joe Lieberman](/source/Joe_Lieberman). Winter was Senator Lieberman's Traveling Aide during his time as the [Democratic candidate](/source/Al_Gore_2000_presidential_campaign) for [Vice President](/source/Vice_President_of_the_United_States) in the [2000 election](/source/2000_United_States_presidential_election).  She later served as Director of Scheduling for [Lieberman's 2004 presidential campaign](/source/Joe_Lieberman_presidential_campaign%2C_2004).

In 2007, Winter was Mrs. Obama's first hire on the [Obama presidential campaign](/source/Barack_Obama_2008_presidential_campaign).  She served as a close aide to Mrs. Obama throughout the [2008 campaign](/source/2008_United_States_presidential_election).  After the election, Winter was appointed [Deputy Chief of Staff to the First Lady](/source/Office_of_the_First_Lady_of_the_United_States) and was later promoted to Senior Advisor to the First Lady.
