Walters was educated at [Penistone Grammar School](/source/Penistone_Grammar_School) and [St John's College, Cambridge](/source/St_John's_College%2C_Cambridge), where he took a first-class degree in natural sciences.<ref>Peter Grubb, [https://www.theguardian.com/environment/2005/dec/22/guardianobituaries.conservationandendangeredspecies "Max Walters"], ''The Guardian'', 22 December 2005. Retrieved 25 February 2024.</ref> As a [conscientious objector](/source/conscientious_objector) in the [Second World War](/source/Second_World_War), he worked as a hospital orderly in [Sheffield](/source/Sheffield) and [Bristol](/source/Bristol). He was Curator of the Herbarium, Botany School, [University of Cambridge](/source/University_of_Cambridge) 1949–73, Lecturer in Botany 1962–73, and for the ten years up until his retirement, 1973–83, Director of the [University Botanic Garden](/source/Cambridge_University_Botanic_Garden) in [Cambridge](/source/Cambridge), of which he wrote a history.{{sfn|Walters|1981}} He was a Research Fellow at St John's (1948-51) and Fellow of [King's College, Cambridge](/source/King's_College%2C_Cambridge) (1964–84).

He was the author of numerous books on plants and flowers, most notably the 1964 ''[Atlas of the British Flora](/source/Atlas_of_the_British_Flora)'' (with [Franklyn Perring](/source/Franklyn_Perring)) and as a co-editor of ''[Flora Europaea](/source/Flora_Europaea)''. He wrote two well-known books for the [New Naturalist](/source/New_Naturalist) library, ''Wild Flowers'' (1954, co-written with [John Gilmour](/source/John_Gilmour_(botanist))) and ''Mountain Flowers'' (1956, with [John Raven](/source/John_Raven)). He was much involved in the research and management of [Wicken Fen](/source/Wicken_Fen).  After his retirement, he wrote a [biography](/source/biography) of [Darwin](/source/Charles_Darwin)'s teacher and friend, [John Stevens Henslow](/source/John_Stevens_Henslow), ''Darwin's mentor'' (2001).

Walters was a committed [Christian](/source/Christianity) who was much involved both in the local life of the [Church of England](/source/Church_of_England) (he was a [churchwarden](/source/churchwarden) at Grantchester for many years) and in the application of Christian principles to national and social life: he was a [Christian socialist](/source/Christian_socialist) and also a [Christian pacifist](/source/Christian_pacifism), and as such was a leading member of the [Fellowship of Reconciliation](/source/Fellowship_of_Reconciliation) and also active in the [Campaign for Nuclear Disarmament](/source/Campaign_for_Nuclear_Disarmament).{{sfn|Cullen|2006}}<ref name=AGTT/>
