In 1596, Hovius was consecrated the third Archbishop of Mechelen.[1] Among his accomplishments were the founding of a seminary[2] and the creation of a [catechism](/source/Catechism) with help from the [Jesuits](/source/Jesuits). The *Mechelen Catechism* remained a standard in Catholic religious education in Belgium until well into the twentieth century.

The new convent had been approved by the pope and the local authorities and it was funded by [Mary Percy](/source/Mary_Percy_(abbess)) who was one of the first nuns.[3]

In 1607, Hovius convened a provincial council in Mechelen to implement the decrees of the [Council of Trent](/source/Council_of_Trent) in the archdiocese.[2] After an official enquiry, in 1604, Hovius approved the cult of [Our Lady of Scherpenheuvel](/source/Basilica_of_Our_Lady_of_Scherpenheuvel),[4] In 1606, the newly constructed shrine received a papal indulgence. He also promoted the veneration of the [Martyrs of Gorkum](/source/Martyrs_of_Gorkum). He was supported in his efforts by [Albert](/source/Archduke_Albert_of_Austria_(1559%E2%80%931621)) and [Isabella](/source/Infanta_Isabella_Clara_Eugenia_of_Spain) of Austria, Governors-General of the Spanish Netherlands.
