Born in [Ljubljana](/source/Ljubljana), capital of [SR Slovenia](/source/SR_Slovenia) (then part of Yugoslavia), Elsner played for [Wacker Innsbruck](/source/FC_Wacker_Innsbruck)'s youth team before returning to Ljubljana where he played with [Slovan](/source/ND_Slovan) before joining [Olimpija](/source/NK_Olimpija_Ljubljana_(defunct)) in 1977. In 1983 he was signed by [Red Star Belgrade](/source/Red_Star_Belgrade), where he stayed for four seasons. In 1987, he left Belgrade and moved abroad by signing with French [Ligue 1](/source/Ligue_1) side [OGC Nice](/source/OGC_Nice). Elsner's father, [Branko Elsner](/source/Branko_Elsner), was also a footballer and later a coach.
