Mehrkens was born in [Featherstone Township](/source/Featherstone_Township%2C_Goodhue_County%2C_Minnesota), [Goodhue County, Minnesota](/source/Goodhue_County%2C_Minnesota). He graduated from [Red Wing High School](/source/Red_Wing_High_School) in [Red Wing, Minnesota](/source/Red_Wing%2C_Minnesota) in 1956. Mehrkens then graduated from the [University of Minnesota](/source/University_of_Minnesota) School of Agriculture in 1958. He served in the Minnesota National Guard. He lived in [Red Wing, Minnesota](/source/Red_Wing%2C_Minnesota) and was a farmer. Mehrkens served in the [Minnesota House of Representatives](/source/Minnesota_House_of_Representatives) from 1979 to 1982. He then served in the [Minnesota Senate](/source/Minnesota_Senate) from 1983 to 1992. Mehrkens was a [Republican](/source/Republican_Party_(United_States)).
