==Biography==
Hall was born at [Homebush](/source/Homebush%2C_Victoria) near [Avoca](/source/Avoca%2C_Victoria), [Victoria](/source/Victoria_(Australia)), [Australia](/source/Australia), to Henry Hall, a miner and newspaper editor, and Elizabeth Bethell. He became a [public servant](/source/Civil_service) in Victoria and was a [telegraph](/source/telegraph) clerk at [Emerald Hill](/source/South_Melbourne%2C_Victoria) in 1884. On 11 December 1884 in [Ballarat](/source/Ballarat%2C_Victoria), he married Mary Page, with whom he had one son and four daughters. They moved to [Western Australia](/source/Western_Australia) in 1894, where he worked as an auctioneer and general land agent. In 1896 he was elected to the North Ward of [Perth City Council](/source/City_of_Perth) for a two-year term, and after joining the governing [Forrest](/source/John_Forrest) party, he won the seat of [Perth](/source/Electoral_district_of_Perth) in the [Legislative Assembly](/source/Western_Australian_Legislative_Assembly) at the [1897 elections](/source/1897_Western_Australian_colonial_election) against [Stephen Henry Parker](/source/Stephen_Henry_Parker). During this time, he was also active in advocating for the establishment of [Hyde Park](/source/Hyde_Park_(Western_Australia)), then known as Third Swamp and used as a camping ground for travellers, to be converted into public gardens to allow citizens to better enjoy Perth's prosperity. The reserve was declared on 30 September 1897 and, after design work by Hall and [Thomas Mews](/source/Thomas_Mews), development work proceeded through 1898 and 1899.<ref>{{cite web|url=http://register.heritage.wa.gov.au/PDF_Files/H%20-%20A-D/Hyde%20Park%20(I-AD).PDF|title=Register of Heritage Places - Hyde Park|author=Heritage Council of Western Australia|author-link=Heritage Council of Western Australia|date=30 June 1998|accessdate=2008-02-11|archive-url=https://web.archive.org/web/20120209234853/http://register.heritage.wa.gov.au/PDF_Files/H|archive-date=9 February 2012|url-status=dead}}</ref>

He did not contest the [1901 election](/source/1901_Western_Australian_state_election). After 1907, he became an investor and speculator in real estate and was a member of the [Wembley Park](/source/Wembley%2C_Western_Australia) progress association. He died on 23 October 1935 at St John of God Hospital in [Subiaco](/source/Subiaco%2C_Western_Australia), and was buried in the [Anglican](/source/Anglican_Church_of_Australia) section of [Karrakatta Cemetery](/source/Karrakatta_Cemetery).<ref name=B&B>{{Black and Bolton Biographical Register|volume=One}}</ref>
