Furner was born in [Lymington](/source/Lymington), [Hampshire](/source/Hampshire), England, and at his [Age of majority](/source/Age_of_majority) travelled to [Melbourne](/source/Melbourne), Australia, in the ''Mermaid'', later moving to [Adelaide](/source/Adelaide), South Australia.<ref name=Register/> Furner was in business in Goolwa and [Moonta, South Australia](/source/Moonta%2C_South_Australia), where he founded the auctioneering firm of Moody, Furner, and Co. which lasted until 1885.<ref name=Register/> Furner was mayor of the [Corporate Town of Moonta](/source/Corporate_Town_of_Moonta) three times and was Worshipful Master of the local Lodge of Freemasons.<ref name=Register/>

Furner was elected to the [South Australian House of Assembly](/source/South_Australian_House_of_Assembly) for [Wallaroo](/source/Electoral_district_of_Wallaroo) on 5 April 1878, a seat he held until 8 April 1890.<ref name=parl/> Furner was Commissioner of Public Works in the [John Downer](/source/John_Downer) administration<ref>{{cite Australasia|Furner, Luke Lydiard}}</ref> from 8 June 1886 to 11 June 1887.<ref name=parl/> He contested the [1891 Wallaroo by-election](/source/1891_Wallaroo_by-election).

Furner died in [Prospect, South Australia](/source/Prospect%2C_South_Australia) on 24 June 1912.<ref name=Register>
