Rehm received her bachelor's degree in English from the [College of St. Benedict](/source/College_of_Saint_Benedict_and_Saint_John's_University), and attended the [University of Minnesota](/source/University_of_Minnesota), studying Japanese and [ESL](/source/English_as_a_second_or_foreign_language). She has also studied French at the College International De Cannes, and Japanese at the Sapporo Institute of Language.<ref name=":0" />

Rehm served on the [Chanhassen](/source/Chanhassen%2C_Minnesota) City Council and the Chanhassen Environmental Commission before her election to the legislature.<ref name=":0" />
