# Luca Spinelli

**Luca Spinelli** is a Swiss [investigative journalist](/source/Investigative_journalism), columnist and the founder of the legal [open source](/source/Open-source_model) project [Oscon](/source/Open_Source_CONtract). He has written front-page news for *[La Repubblica](/source/La_Repubblica)*, *[La Stampa](/source/La_Stampa)*, [Rizzoli-Corriere della Sera](/source/RCS_MediaGroup), *[Wired](/source/Wired_(magazine))*, *[Il Manifesto](/source/Il_Manifesto)* and others.[1]

## Career

Born in Italy, Spinelli started his journalistic career writing for [VNU Business Publications](/source/Verenigde_Nederlandse_Uitgeverijen) and [Feltrinelli](/source/Feltrinelli_(publisher)). Since the last 2000s, he has been columnist for the newspaper *[Punto Informatico](/source/Punto_Informatico)*.[1] While still a university student, in 2004 he founded [Oscon](/source/Open_Source_CONtract), a legal non-profit and [open](/source/Open-source_model) project committed to spreading an open standard contract and which provides [pro bono](/source/Pro_bono) [legal advising](/source/Legal_advice). Up to 2018, the contract has been downloaded more than 220.000 times and it is one of the most used in the country.[2][3][4][5]

During his career, Spinelli has conducted [investigations](/source/Investigative_journalism), which gave rise to widespread debates. In July 2007, [MPs](/source/Member_of_parliament) [Franco Grillini](/source/Franco_Grillini) and Cinzia Dato appended one of Spinelli's investigations about [copyright](/source/Copyright)[6] to a [parliamentary inquiry](/source/Parliamentary_inquiry_(parliamentary_procedure)) towards vice-Prime Minister [Francesco Rutelli](/source/Francesco_Rutelli), promoting a reform of the legislation on copyright.[7] After this investigation, the lack of [freedom of panorama](/source/Freedom_of_panorama) in the Italian legal system has been considered a matter of fact[8][9][10] and a subject of discussion.[11][12] In the same year, Spinelli's reporting on a security bill promoted by the Government, caused its correction during the [Council of Ministers of Italy](/source/Council_of_Ministers_of_Italy).[13] In 2008, his investigation on the [Government budget](/source/Government_budget) revealed the intent of the Government to establish public funding for record labels, causing debates with deputy [Gabriella Carlucci](/source/Gabriella_Carlucci) and the [FIMI](/source/Federazione_Industria_Musicale_Italiana)'s president.[14] The same year, Spinelli wrote an investigation, cited by Sergio Rizzo in his bestseller *Rapaci* ([Rizzoli](/source/Angelo_Rizzoli)),[15] about the institutional [web portal](/source/Web_portal) Italia.it, in which he revealed the waste of [public money](/source/Public_money).[15] Later, his investigation on a [bill](/source/Bill_(proposed_law)) by Ricardo Franco Levi led to a wide strike promoted by [Beppe Grillo](/source/Beppe_Grillo),[16][17] criticisms by journalists and politicians ([Gad Lerner](/source/Gad_Lerner), Vincenzo Vita, [Giuseppe Giulietti](/source/Giuseppe_Giulietti_(politician)), [Pino Scaccia](/source/Pino_Scaccia)), and eventually caused the withdrawal of the bill.[16]

Subsequently, Spinelli drew up with lawyer G. Scorza the bill "*Give a meaning to the degradation*" concerning a modification of the [Italian copyright law](/source/Copyright_law_of_Italy), which was supported by the MPs Bruno Mellano, Mauro Bulgarelli, [Elio Veltri](/source/Elio_Veltri) and others.[18] The bill was scheduled to be discussed to the [Chamber of Deputies](/source/Chamber_of_Deputies_(Italy)), but the [fall of the Government](/source/Prodi_II_Cabinet#Fall) halted the process. It was supported again by the [Radical Party](/source/Italian_Radicals) in the late 2010.[19] The following year, Spinelli's journalistic investigation „*La Camera manda avanti il Ddl anti-blog*“ was nominated for the [30th Ischia International Journalism Award](/source/Ischia_International_Journalism_Award).[20] For Swiss newspapers, he released the news of the fall of Switzerland into the [gray list](/source/Gray_list) of [tax heavens](/source/Tax_heaven),[21] and subsequently commented most of the [tax treaty](/source/Tax_treaty) between Switzerland and other nations (USA, United Kingdom, Mexico, Qatar, India...). In June 2015 he published with *[Wired](/source/Wired_(magazine))* a broad investigation about [privacy](/source/Privacy) management laws over the world.[22] Afterwards, Spinelli worked with the [Creative Commons](/source/Creative_Commons) group for the translation into Italian of the [Creative Commons 4.0 licenses](/source/Creative_Commons_license#Version_4.0_and_international_use), published in the late 2017.[23]

Amongst the Italian expert on [accessibility](/source/Accessibility), he was a selected member of the SIE (Italian associate of the [International Ergonomics Association](/source/International_Ergonomics_Association)), and has been publishing educational articles and essays. He has lectured and provided [scientific and legal consulting](/source/Consultant) to the [University of Genoa](/source/University_of_Genoa).[1] He is also author of interviews with minister [Antonio Di Pietro](/source/Antonio_Di_Pietro), scientist [Corrado Böhm](/source/Corrado_B%C3%B6hm) and activist [Ludwig Minelli](/source/Ludwig_Minelli).[1]
