Menges was born in [East St. Louis](/source/East_St._Louis%2C_Illinois), [Illinois](/source/Illinois) and went to the East St. Louis parochial and public schools. In 1904 he was a member of the [Christian Brothers College](/source/Christian_Brothers_College_High_School) team, which won the silver medal in the soccer tournament. He played all four matches as a goalkeeper. He served in the [United States Army](/source/United_States_Army) during [World War I](/source/World_War_I). Menges served in the [Illinois Senate](/source/Illinois_Senate) from 1935 to 1943 and was a [Democrat](/source/Democratic_Party_(United_States)).
