In November 2005, while a Senior Presidential Adviser, Lin attended the [Asia Pacific Economic Cooperation](/source/Asia_Pacific_Economic_Cooperation) (APEC) forum in [Busan](/source/Busan), [South Korea](/source/South_Korea), in place of Taiwan's President [Chen Shui-bian](/source/Chen_Shui-bian). Because of opposition from the [People's Republic of China](/source/People's_Republic_of_China), Taiwan's senior leaders are unable to attend APEC events in person and must send a [ministerial-level envoy](/source/List_of_Chinese_Taipei_Representatives_to_APEC). He was Chairman of the [Industrial Technology Research Institute](/source/Industrial_Technology_Research_Institute) from 2004 to 2008.
