Cook was born in [Bellingham, Massachusetts](/source/Bellingham%2C_Massachusetts), on December 16, 1792,<ref name = "farm">{{citation|title = THE HISTORY OF DETROIT AND MICHIGAN |author = Silas Farmer| year = 1889  |pages = 1033–1034|url=https://books.google.com/books?id=Yl06VbZ-RfwC&pg=1033}}</ref> the son of Thadeus Cook.<ref name = "citydet"/>  He moved to Detroit in 1815, and that same year became one of the trustees of the city.
