Leon Bogues was born in [Harlem](/source/Harlem), the son of [Jamaica](/source/Jamaica)n migrants Frank Millholand Bogues and Rosa Louise Bogues née McLaren. He attended [Howard University](/source/Howard_University), and graduated from [Long Island University](/source/Long_Island_University). Then he became a probation officer attached to the [New York Supreme Court](/source/New_York_Supreme_Court) (1st D.). He married Dorothy, and they had two children. He is also the nephew of [Sydney Bogues](/source/Sydney_Bogues).

He entered politics as a [Democrat](/source/Democratic_Party_(United_States)), and was appointed by Borough President [Percy Sutton](/source/Percy_Sutton) to the Manhattan Community Board No. 7. In 1978, he became the board's chairman.
 
On February 12, 1980, he was elected to the [New York State Senate](/source/New_York_State_Senate), to fill the vacancy caused by the appointment of [Carl McCall](/source/Carl_McCall) to the U.S. Mission to the U.N.<ref>[https://query.nytimes.com/gst/abstract.html?res=9F00EEDC1E30E532A25750C1A9649C94619FD6CF ''W. His district comprised parts of [Harlem](/source/Harlem) and the [Upper West Side](/source/Upper_West_Side).
