He was [town clerk](/source/Town_clerk) of [New Bedford](/source/New_Bedford%2C_Massachusetts) from 1792 to 1800. Williams was elected as a [Federalist](/source/Federalist_Party) to the [Sixth](/source/6th_United_States_Congress), [Seventh](/source/7th_United_States_Congress), and [Eighth](/source/8th_United_States_Congress) Congresses, serving from March 4, 1799 to March 3, 1805, and was a member of the [Massachusetts House of Representatives](/source/Massachusetts_House_of_Representatives) in 1806.
