Born in [Geashill](/source/Geashill), [County Offaly](/source/County_Offaly), Coughlan had a lengthy inter-county career. He first came to notice as a 19-year-old substitute in 1960, on the first Offaly team to win a [Leinster SFC](/source/Leinster_Senior_Football_Championship) title. Coughlan progressed to win [All-Ireland SFC](/source/All-Ireland_Senior_Football_Championship) medals in 1971 and 1972, when Offaly defeated [Galway](/source/Galway_county_football_team) and [Kerry](/source/Kerry_county_football_team). He didn't play in the [1971 final](/source/1971_All-Ireland_Senior_Football_Championship_final), but did win a medal as a substitute and was a key figure at left corner-back in the following year's success.<ref>{{cite web|url=http://offaly.gaa.ie/history/all-ireland-winning-teams/|title=Offaly GAA|publisher=offaly.gaa.ie|access-date=2018-08-15}}</ref>
