Clapp served in the [Wyoming House of Representatives](/source/Wyoming_House_of_Representatives), as a [Democrat](/source/Democratic_Party_(United_States)), in 1978–1979,<ref>[https://web.archive.org/web/20160304030411/http://legisweb.state.wy.us/LegislatorSummary/LegDetail.aspx?Source=H&LegID=962 Wyoming Legislator Information]</ref> on the [Casper, Wyoming](/source/Casper%2C_Wyoming) city council and as mayor in 1988. He practiced law.<ref name="obit"/>

On October 3, 2012, Clapp was arrested after a months-long investigation after his [IP address](/source/IP_address) was flagged as possibly having accessed [child pornography](/source/child_pornography) on the internet.
