In 2017, [Kuldīga](/source/Kuld%C4%ABga)-born Neilands won the [Latvian National Road Race Championships](/source/Latvian_National_Road_Race_Championships), and stage 5 at the [Tour d'Azerbaïdjan](/source/Tour_d'Azerba%C3%AFdjan). At the [2018 Milan–San Remo](/source/2018_Milan%E2%80%93San_Remo), Neilands attacked on the famous [Poggio di San Remo](/source/Poggio_di_San_Remo) climb. He got a small gap to the peloton with [Vincenzo Nibali](/source/Vincenzo_Nibali); however, Neilands could not keep up with Nibali, who later won the race, while Neilands finished 23rd.
