Born in West Saint Peters, the son of Stephen MacAdam, he was educated at the [University of Prince Edward Island](/source/University_of_Prince_Edward_Island), and worked as a researcher and analyst.

==Political career==
MacAdam was a member of the [Legislative Assembly of Prince Edward Island](/source/Legislative_Assembly_of_Prince_Edward_Island) from 1996 to 2006, representing the electoral district of [Morell-Fortune Bay](/source/Morell-Fortune_Bay) as a member of the [Progressive Conservative Party](/source/Progressive_Conservative_Party_of_Prince_Edward_Island). At the age of 29, he was named Minister of Fisheries, becoming the youngest cabinet minister in the history of Prince Edward Island.
