Clarke was educated at [Bishop's University](/source/Bishop's_University) and [ordained](/source/ordained) in 1957. He was a [curate](/source/curate) of All Saints' [Westboro](/source/Westboro%2C_Ottawa) until 1956 when he became Director of [Christian](/source/Christianity) [Education](/source/Education) for the [Diocese of Ottawa](/source/Anglican_Diocese_of_Ottawa), a position he held until 1966. He was [rector](/source/Rector_(ecclesiastical)) of St Lambert, [Montreal](/source/Montreal) from then until 1973 when he became [diocesan](/source/Diocese) [secretary](/source/secretary) of the [Diocese of Niagara](/source/Anglican_Diocese_of_Niagara) and [Archdeacon](/source/Archdeacon)  [of Niagara](/source/Anglican_Diocese_of_Niagara).<ref>[Crockford's clerical directory](/source/Crockford's_clerical_directory), London, Church House, 1975, {{ISBN|0-19-200008-X}}</ref> He was [Bishop Suffragan](/source/Suffragan_Bishop) of [Niagara](/source/Anglican_Diocese_of_Niagara) from  1976 to 1979 and [Bishop of Edmonton](/source/Anglican_Diocese_of_Edmonton) from 1980 to 1986. He became [Archbishop of Edmonton](/source/Anglican_Diocese_of_Edmonton) and [Metropolitan of Rupert's Land](/source/Ecclesiastical_Province_of_the_Northern_Lights) in that year but resigned a year later.
