Born in [Rockford, Illinois](/source/Rockford%2C_Illinois), Holmberg graduated from East High School in Rockford and was married to Eugene Holmberg. She received her bachelor's degree in education from [Northern Illinois University](/source/Northern_Illinois_University) and her master's degree in counseling psychology from [Adler School of Professional Psychology](/source/Adler_School_of_Professional_Psychology). She also did graduate work at [Rockford University](/source/Rockford_University). Holmberg worked as a teacher in the Rockford Public Schools and was an instructor at [Rock Valley College](/source/Rock_Valley_College). In the 1982 general election, Holmberg defeated [Republican](/source/Republican_Party_(United_States)) incumbent [W.
