Bell was the son of Sir [Joshua Peter Bell](/source/Joshua_Peter_Bell), and his wife Margaret Miller, née Dorsey and was born in [Ipswich, Queensland](/source/Ipswich%2C_Queensland). Bell was educated at [Brisbane Grammar School](/source/Brisbane_Grammar_School) and [Trinity Hall, Cambridge](/source/Trinity_Hall%2C_Cambridge). He was president of the [Cambridge Union](/source/Cambridge_Union).<ref>{{acad|id=BL881JT|name=Bell, Joshua Thomas}}</ref>

Bell was admitted to practice as a lawyer in England and was a marshal on the Northern Assizes circuit in 1888. In 1889 Bell returned to Australia where he became the private secretary of the judge [Sir Samuel Griffith](/source/Samuel_Griffith). In 1893 Bell became a member of the [Legislative Assembly of Queensland](/source/Legislative_Assembly_of_Queensland) for the [electoral district of Dalby](/source/electoral_district_of_Dalby) in which his family home, [Jimbour Homestead](/source/Jimbour_Homestead), was located.<ref name=Register>{{cite QHR|15716|Jimbour House|600941|accessdate=12 August 2015}}</ref> He married the daughter of [John Ferguson](/source/John_Ferguson_(Australian_politician)) in 1903 and had two children.<ref>Serle, Percival (1949). In 1901, Bell unsuccessfully contested the federal seat of [Darling Downs](/source/Division_of_Darling_Downs) in Australia's [first federal by-election](/source/1901_Darling_Downs_by-election), but he was defeated by [Littleton Ernest Groom](/source/Littleton_Ernest_Groom), the son of the original member.
