Starnes was introduced to film criticism by his father<ref name="hc120222"/> while a high school student in [Houston, Texas](/source/Houston%2C_Texas) and began writing regularly for [ComingSoon.net](/source/ComingSoon.net), a subsidiary of [CraveOnline](/source/CraveOnline), in 2004<ref name="hc120222"/> where he shares reviewing duties with Edward Douglas and Scott Chitwood.<ref name="hc130101"/> In 2009 he became vice president<ref name="hc120103"/> of the [Houston Film Critics Society](/source/Houston_Film_Critics_Society), and in 2012 he became president.

In 2015 he joined [Red 5 Comics](/source/Red_5_Comics) as co-publisher, expanding its line and partnering with [King Features](/source/King_Features)<ref name="r5cb200724"/> and [Armory Films](/source/Armory_Films)<ref name="r5d190327"/> to develop new properties.<ref name="r5v211126"/><ref name="r5d180215"/>  He is the author of the graphic novels ''[Spook](/source/Spook_(graphic_novel))'' with Lisandro Estherren and ''[The Box](/source/The_Box_(graphic_novel))'' with Raymond Estrada.

He is the co-writer for ''[Kulipari: Dream Walker](/source/Kulipari)'', starring Mark Hamill.
