His father William was from [New Ross](/source/New_Ross) in [County Wexford](/source/County_Wexford), and his mother Elizabeth Crawford was from [Northumberland](/source/Northumberland). He was educated at [St Cuthbert's College](/source/St_Cuthbert's_College%2C_Ushaw) in [County Durham](/source/County_Durham), and became a solicitor in 1841.<ref name="times-1880-04-13">{{cite web

Foley was elected at the [1880 general election](/source/1880_United_Kingdom_general_election) as a [Home Rule League](/source/Home_Rule_League) [Member of Parliament](/source/Member_of_Parliament_(United_Kingdom)) (MP) for [New Ross](/source/New_Ross_(UK_Parliament_constituency)), defeating the sitting [Conservative](/source/Irish_Conservative_Party) MP [Charles George Tottenham](/source/Charles_George_Tottenham).<ref name="walker">{{cite book
