He represented [1st Kings](/source/1st_Kings) in the [Legislative Assembly of Prince Edward Island](/source/Legislative_Assembly_of_Prince_Edward_Island) from 1897 to 1908 and 1912 to 1915 as a [Conservative](/source/Prince_Edward_Island_Progressive_Conservative_Party) member.

He was born in [North River, Prince Edward Island](/source/North_River%2C_Prince_Edward_Island), the son of John Kickham, an [Irish](/source/Ireland) immigrant, and Mary Cahill.<ref name="weeks"/> In 1869, he set up shop in West [Souris](/source/Souris%2C_Prince_Edward_Island). He married Catherine McLean, sister of [James R. McLean](/source/James_R._McLean), in 1870 and then married Mary MacDonald after his first wife's death.

Kickham was defeated when he ran for reelection in 1908.<ref name="weeks"/>
