He was born in [Sydney](/source/Sydney), the son of John Young Jobling and Elizabeth Marjorie Hughes. He attended [The Scots College](/source/The_Scots_College) 1950–1953, [Sydney Boys High School](/source/Sydney_Boys_High_School) 1954,<ref name="SHSOBU">{{cite web |title=Members of parliament and legislatures |url=https://www.shsobu.org.au/wp-content/uploads/mps.pdf |publisher=Sydney High School Old Boys Union |access-date=3 September 2019 |archive-date=23 March 2019 |archive-url=https://web.archive.org/web/20190323090439/http://www.shsobu.org.au/wp-content/uploads/mps.pdf |url-status=dead }}</ref> and the [University of Sydney](/source/University_of_Sydney) 1956–1960, after which he became a pharmacist. He was active in the local community, as a member of [Scone](/source/Scone%2C_New_South_Wales) and [Muswellbrook](/source/Muswellbrook%2C_New_South_Wales) [Apex](/source/Apex_Clubs_of_Australia) from 1961 to 1964, and various other community organisations including the [Returned Serviceman's League](/source/Returned_and_Services_League_of_Australia) and the [Royal Prince Alfred Yacht Club](/source/Royal_Prince_Alfred_Yacht_Club). He joined the [Liberal Party](/source/Liberal_Party_of_Australia_(New_South_Wales_Division)) in 1968, in which year he was elected to [Muswellbrook Municipality Shire Council](/source/Muswellbrook_Shire). He was Deputy Mayor from 1971 to 1974 and Mayor from 1974 until 1984. In 1977 he was awarded the [Queen Elizabeth II Silver Jubilee Medal](/source/Queen_Elizabeth_II_Silver_Jubilee_Medal).<ref name=nsw/>

In 1984, Jobling was elected to the [New South Wales Legislative Council](/source/New_South_Wales_Legislative_Council) for the Liberal Party. As an MLC, he served as Government Whip from 1988 to 1995 and Opposition Whip following the Liberals' defeat in 1995 until his retirement in 2003. He was awarded the National Medal and Bar for service to State Emergency Services in 1988.
