Horlock was raised in [North London](/source/North_London) and attended [The Latymer School](/source/The_Latymer_School), Edmonton. He went from there to [St John's College, Cambridge](/source/St_John's_College%2C_Cambridge) where he gained his PhD in 1958.<ref name=HistoryOU />

In spite of a job offer by [Rolls-Royce](/source/Rolls-Royce_Limited), Horlock accepted the role of professor and head of the mechanical engineering department at [University of Liverpool](/source/University_of_Liverpool). He returned to Cambridge as professor of engineering in 1967, and in 1973 he founded the department's [Whittle Laboratory](/source/Whittle_Laboratory), also becoming its director.<ref name=AOUG>{{cite web|title=The AOUG Sir John Horlock Award for Science|url=http://www.aoug.org.uk/awards/science.html|publisher=Association of Open University Graduates (AOUG)|access-date=14 April 2014|archive-date=10 September 2014|archive-url=https://web.archive.org/web/20140910165827/http://www.aoug.org.uk/awards/science.html|url-status=dead}}</ref>

In 1981, Horlock began working for the Open University. Whilst there he tackled the government over spending cuts, introduced a taught postgraduate masters programme, and expanded the OU.
Following his retirement he was treasurer and later vice-president of the [Royal Society](/source/Royal_Society).<ref name=HistoryOU />

The Horlock building on the Open University's [Walton Hall](/source/Walton_Hall%2C_Milton_Keynes) campus was named in his honour in 1989,<ref name=HistoryOU /> and the Association of Open University Graduates' Sir John Horlock Award for Science was established two years later in 1991.<ref name=AOUG />
