Mullery graduated from the [University of Minnesota](/source/University_of_Minnesota) in Minneapolis with a B.A., and from the [University of Minnesota Law School](/source/University_of_Minnesota_Law_School), where he earned his [J.D.](/source/juris_doctor) He has been a member of the board of governors of the [Minnesota State Bar Association](/source/Minnesota_State_Bar_Association), the governing council of the Hennepin County Bar Association, and the legal panel for the Minnesota Senior Foundation. Mullery was first elected in 1996 and was reelected every two years until his defeat in 2016.
