Joseph Edwin Maxwell was born in [Kirksville, Missouri](/source/Kirksville%2C_Missouri) and grew up on a farm near [Rush Hill](/source/Rush_Hill%2C_Missouri) in rural [Audrain County, Missouri](/source/Audrain_County%2C_Missouri).<ref name="senate1">{{cite web |url=https://www.senate.mo.gov/99info/members/bios/bio18.htm |title=Senator Joe Maxwell – Member Biography |publisher=Senate.mo.gov |accessdate=October 11, 2011}}</ref> He is a graduate of Community R-VI High School in [Laddonia](/source/Laddonia%2C_Missouri) and received his higher education at the [University of Missouri](/source/University_of_Missouri). Maxwell earned a [Bachelor of Science](/source/Bachelor_of_Science) in Education from Mizzou in 1986, and his [Juris Doctor](/source/Juris_Doctor) from the [University of Missouri School of Law](/source/University_of_Missouri_School_of_Law) in 1990. Joe Maxwell served two terms in the [Missouri House of Representatives](/source/Missouri_House_of_Representatives), being elected in 1990 and again in 1992. In 1994 Maxwell ran for and won election to the [Missouri Senate](/source/Missouri_Senate) representing the 18th District.
