== Career ==
After law school, Chen [clerked](/source/law_clerk) for federal judge [Michael Luttig](/source/Michael_Luttig) on the [U.S. Court of Appeals for the Fourth Circuit](/source/U.S._Court_of_Appeals_for_the_Fourth_Circuit) and for Justice [Clarence Thomas](/source/Clarence_Thomas) of the [U.S. Supreme Court](/source/U.S._Supreme_Court).

Chen was a professor of law at the [University of Minnesota Law School](/source/University_of_Minnesota_Law_School) from 1993 to 2007.<ref name=":0" />  While at Minnesota he taught in the areas of [administrative law](/source/administrative_law), agricultural law, constitutional law, economic regulation, [environmental law](/source/environmental_law), industrial policy, legislation and statutory interpretation, and natural resources law. Chen teaches constitutional law, regulatory state, and upper-level electives such as agriculture law.
