The left-hander was a native of [Spartanburg, South Carolina](/source/Spartanburg%2C_South_Carolina).

Fowler made his [major league debut](/source/major_league_debut) in relief on July 29, 1924, against the [New York Giants](/source/New_York_Giants_(NL)) at the [Polo Grounds](/source/Polo_Grounds).  His first and only big league [win](/source/Win_(baseball)), also in relief, was against the [Philadelphia Phillies](/source/Philadelphia_Phillies) at [Sportsman's Park](/source/Sportsman's_Park).  The score was 13–10 in game 2 of a [doubleheader](/source/doubleheader_(baseball)) played August 20, 1924.
